The recognition honors lawmakers who consistently advocate for transparent government, fiscal responsibility, and accountability in public service.

I’m told I received the award due to leadership and advocacy in the Illinois Senate, particularly in matters related to governmental oversight and the state budget process.

AFP-IL State Director Jason Heffley specifically pointed to my efforts to challenge the state budget proceedings earlier this year based on constitutionally required procedures that were bypassed. Heffley had this to say when he announced the award:

“Senator Chesney has been a leading advocate for transparency and adherence to the constitutional requirements that guide the budgeting process. His commitment to calling out procedural shortcuts and standing firm on behalf of taxpayers exemplifies what it means to be a Prairie State Policy Champion.”

From my first day in the legislature in 2018, I have always stood firm against government overreach and corruption. I have never voted for a tax or fee increase and speak out regularly to hold Democrats accountable when they circumvent processes meant to protect Illinois citizens and taxpayers. I will continue to fight for responsible governance for the people of the 45<sup>th</sup> District and all of Illinois.

Last week I hosted the inaugural meeting of my new Homeschool Advisory Committee. We gathered in Freeport, and after a short legislative update, we had a productive conversation about ongoing attacks on school choice and homeschooling, and I was able to hear firsthand from those who have chosen homeschooling as the right choice for their kids. This committee will meet a few times each year, and my staff is currently working on a spring gathering for the group in Springfield.

<strong>Pet Adoption Fair Scheduled for December 13 in Freeport</strong>

I will be partnering with the Friends Forever Humane Society in Freeport for this popular annual event. As has been done in the past, I will help highlight animals that are available for adoption with hopes of connecting people with new pets from the shelter.

Those who attend the event will be able to meet dogs and cats that are looking for forever homes and begin the adoption process. The Friends Forever Humane Society is located at 966 A. Rudy Road in Freeport, and the adoption fair will be held from Noon until 2:30 PM. Those with questions about this event are encouraged to call my district office at (815) 232-0774.

<strong>Digital IDs Available to Illinoisans </strong>

Illinoisans are now able to use digital driver’s licenses and state IDs on their smartphones after the Illinois Secretary of State’s Office announced the launch of a new mobile ID program.

Under the new digital ID program, residents can now add their driver’s license or state ID to their iPhone Apple wallets, with future plans to roll out support for Google and Samsung wallet users next year.

To add a digital ID on an iPhone, tap the &#8220;plus&#8221; button in the top right corner in the wallet app, select &#8220;driver&#8217;s license and ID cards,&#8221; and then follow the prompts. Citizens will be required to scan their physical IDs to complete the process.

Illinois joins a growing number of states adopting digital IDs, including Arizona, Colorado, Delaware, Florida, Georgia, Iowa, Louisiana, Maryland, Mississippi, Missouri, and Utah.

<strong>Federal Government Reopens After Record-Breaking Shutdown</strong>

After weeks of uncertainty and disruption, the longest federal government shutdown in U.S. history has finally come to an end. Our own Congressman for the 17<sup>th</sup> Congressional District, Eric Sorensen, voted to keep the government shut down, choosing partisan politics over what is best for American citizens.

Following the vote, I issued the following press statement:

With his vote to attempt to keep the government shutdown alive, he once again showed how out of touch he is with the people he’s supposed to represent.</em></strong>

<strong><em>“By siding with his party’s far-left leadership, Sorensen voted to keep our soldiers from getting paid and abandoned the hungry families of Illinois. He cared more about scoring political points than helping the people of this state who are struggling to survive.</em></strong>

<strong><em>“Instead of standing up for the men and women who keep this country running, Sorensen has thrown in with Democratic elites who look down on working Americans and treat them as expendable. It’s disgraceful and dangerous, and it’s hurting the very communities he claims to care about.</em></strong>

<strong><em>“I want to thank Congressman Darin LaHood for stepping up, helping to reopen the government, and working to restore stability and normalcy for Illinois families who should never have been put in this position.</em></strong>

<strong><em>“What Sorensen and his Democrat allies are doing is a direct attack on Illinois families already struggling with higher costs and uncertainty. Their actions threaten food security, travel, and paychecks for thousands across our state.</em></strong>

<strong><em>“Families in Rockford, Freeport, and across northwest Illinois are paying the price for his loyalty to party leaders in Washington instead of the people he was elected to serve.</em></strong>

<strong><em>“The people of northwest Illinois deserve better, and I’ll keep fighting to make sure they get it.”</em></strong>

Washington Democrats triggered the shutdown on October 1, after rejecting a bipartisan plan that would have kept the government open. The stalemate dragged on for 43 days before a handful of Congressional Democrats joined Republicans in their efforts to approve a funding bill that allowed federal agencies and services to begin returning to normal operations. President Trump signed the bill just hours after it passed in the U.S. House.

The newly approved funding bill reopens the federal government and keeps it operating through January 30, 2026.

<strong><em>“I am pleased to know that a handful of Democrats have finally come to their senses and are joining Republicans in approving a clean continuing resolution that reopens the federal government. What comes as no surprise, however, is that their change-of-heart came less than a week after an election, proving that their opposition was never about policy; it was about politics.</em></strong>

<strong>Democrats Use Veto Session to Push Partisan Agenda </strong>

When lawmakers returned to Springfield for the fall Veto Session, only a handful of vetoes were up for potential consideration. However, the session agenda quickly shifted toward advancing new and previously introduced legislation, including several controversial measures that have far-reaching consequences for taxpayers and businesses across the state.

Among the most heated measures were a sweeping public transit bailout for the City of Chicago that was rushed through with little to no time to review final bill language, a short-sighted tax plan known as “decoupling” that effectively raises taxes on Illinois job creators, an $8 billion energy rate hike, and a polarizing proposal to pave the way for physician-assisted suicide.

Senate Republicans criticized the priorities as well as the process of Springfield Democrats. Using Veto Session to push through major policy changes in the middle of the night, with little public input or debate, is irresponsible and dangerous. These measures will have lasting and permanent consequences for families, businesses, and communities across Illinois.

<strong>Chesney Co-Sponsors Bill to Expand Property Tax Relief for Senior Citizens </strong>

The heavy tax load has driven many residents, particularly seniors, to leave Illinois.

During the recent Veto Session, we took steps to ease that burden by passing <a href="https://ilga.gov/Legislation/BillStatus?DocNum=642&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=158340&amp;SessionID=114"><strong>Senate Bill 642</strong></a>, a measure designed to help seniors stay in their homes. I am a proud co-sponsor of this bill.

The proposal raises the maximum income limit for the Low-Income Senior Citizens Assessment Freeze Homestead Exemption over the next several years. Beginning in tax year 2026, the income limit would increase to $75,000, then to $77,000 in 2027, and to $79,000 in 2028 and beyond.

The aim of the legislation is to expand eligibility for the property tax freeze program to allow in-need seniors to qualify for relief and stay in their homes.

The measure passed the Senate unanimously and now heads to the Governor for his signature.

<strong>Physician-Assisted Suicide Legislation Advances to Governor’s Desk </strong>

In the early morning hours of October 31, lawmakers in the Illinois Senate voted on a controversial proposal that would legalize physician-assisted suicide in this state. I voted against the bill.

<a href="https://ilga.gov/Legislation/BillStatus?DocNum=1950&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=161335&amp;SessionID=114"><strong>Senate Bill 1950</strong></a>, which was pasted as a “gut and replace” amendment into a bill originally having to do with food processing, would create the End-of-Life Options for Terminally Ill Patients Act. The measure allows adult patients diagnosed with a terminal illness and given six months or less to live to request medication from a physician to voluntarily end their lives.

The proposal passed in the Senate with the bare minimum number of votes (30) and now advances to the Governor’s desk for consideration. Governor Pritzker has two months to take action on the measure, but it remains unclear whether he intends to sign it into law.								</div>

										<content:encoded><![CDATA[<p><strong>Democrats Push Through Woke and Expensive Agenda During Final Day of Veto Session</strong></p>
<p>The 2026 fall veto session was the most expensive and reckless I have ever seen.</p>
<p>While most Illinoisans were asleep during the overnight hours of October 30-31, Springfield Democrats rammed through over $10 billion in new taxes and fees to fund their ongoing insatiable appetite for spending. They also passed dangerous legislation that continues to place the rights of illegal immigrants ahead of local, state, and federal law enforcement, and made physician-assisted suicide legal. Democrats could be seen high-fiving each other after each controversial vote.</p>
<p><strong> </strong></p>
<p><strong>Illinois Democrats Pass Anti-ICE Law Shielding Illegal Immigrants</strong></p>
<p><a href="https://ilga.gov/Legislation/BillStatus?GAID=18&amp;DocNum=1312&amp;DocTypeID=HB&amp;LegId=157202&amp;SessionID=114"><strong>House Bill 1312</strong></a>, legislation that further ties the hands of federal immigration officers (ICE) and makes it even more difficult to deport illegal immigrants, was pushed through by Democrats on the last day of veto session. The bill essentially blocks federal immigration enforcement from operating in and around Illinois courthouses. The bill prohibits civil immigration arrests inside courthouses and within 1,000 feet of them, creating “safe zones” where individuals in the country illegally can avoid detention.</p>
<p>Do you know who else is restricted to being within 1,000 feet of perceived danger? Convicted sex offenders. As you can imagine, I was very outspoken with my opposition to this anti-law enforcement/pro-illegal immigrant bill.</p>

<p>Through this bill, immigration agents could face $10,000 fines and civil lawsuits simply for carrying out their duties. It even allows individuals to sue federal officers for alleged violations of “constitutional rights,” with extra penalties if agents wear masks or fail to wear body cameras. The measure is designed to intimidate and penalize ICE agents, further weakening cooperation between state authorities and federal law enforcement.</p>
<p>The legislation comes as the Department of Homeland Security reports more than 1,500 arrests of undocumented immigrants in the Chicago area over the past several weeks. Rather than assisting in these efforts to remove criminal offenders from Illinois communities, state leaders have doubled down on policies that shield those who have broken federal immigration law and make it harder for ICE to do its job.</p>
<p>This is yet another example of Illinois Democrats putting the interests of illegal immigrants ahead of public safety. The bill continues the state’s pattern of undermining federal immigration enforcement and maintains Illinois’ position as a sanctuary for those here unlawfully.</p>

<p><strong>Controversial Transit Legislation Passes General Assembly</strong></p>
<p>After two years of public hearings and multiple proposals for funding streams, Springfield Democrats rammed through a sweeping public transit bill in the early hours of October 31.</p>
<p><a href="https://ilga.gov/Legislation/BillStatus?DocNum=2111&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=161644&amp;SessionID=114"><strong>Senate Bill 2111</strong></a>, a controversial proposal to address Chicago’s failing transit system, was called at 4:00 AM in the early morning hours of October 31, sparking criticism over both the timing and the substance of the proposal.</p>
<p>The controversial measure draws new revenue from several sources, including redirecting revenue from the state’s motor fuel sales tax and increasing every tollway toll by 45 cents. This proposal also strips critical funding from all parts of the state outside of Cook County, including funding for this region, and is essentially a bailout for Chicago Mayor Brandon Johnson and his failing transit system.</p>
<p>I voted no on SB 2111 because this plan raises costs for families who can least afford it and takes more from our communities to cover Chicago’s spending problems.</p>

<p><strong>Democrats Pass Costly Energy Legislation</strong></p>

This opens the door to an $8 billion hike on power bills. Every Senate Republican voted against it.</p>
<p>I believe the provisions of the bill will drive up costs for families already struggling with high utility bills, while directing billions toward special-interest projects and unproven technology that will not make energy more affordable or reliable. The measure also strips away local control, allowing large battery storage facilities to be built within 150 feet of a home or farm with no recourse for local governments to object.</p>
<p>Families across Illinois are already being crushed by rising costs, and instead of offering real relief, this proposal makes things worse. By removing these protections and giving unelected agencies unlimited power to raise rates, the legislation will make energy more expensive and less reliable for Illinois families.</p>

<p><strong>Springfield Democrats Push New Tax Hike Disguised as “Decoupling”</strong></p>

The provisions Democrats rejected are designed to help businesses recover and grow. By decoupling, Democrats are effectively raising taxes on businesses, manufacturers, and other job creators, is being criticized as another short-sighted tax grab that threatens jobs, investment, and working families across the state.</p>
<p>Currently, Illinois faces one of the highest unemployment rates in the nation, and I believe this new tax hike would only make matters worse. Every other state competing for factories, jobs, and new facilities is offering incentives to build, but decoupling sends a clear message that Illinois is closed for business.</p>
<p>Governor Pritzker and his allies are prioritizing short-term revenue over long-term economic stability, and I believe that instead of creating jobs and helping families get ahead, Democrats are choosing yet another tax hike that raises costs, drives away opportunity, and makes it even harder for Illinois families to succeed.</p>

									<strong>Working Families Could Face $1.5 Billion Tax Hike in Second Week of Veto </strong>

Legislators are back in Springfield this week for the final three days of the fall veto session. As I mentioned in my last newsletter, Democrats are pushing a plan that could cost Illinois families up to $1.5 billion more each year to bail out Mayor Brandon Johnson’s Chicago transit system, which faces a looming budget shortfall due to long-term financial mismanagement.

The new tax hike proposals are similar to the tax and fee increases that were championed by Democrats back in May. The tax hikes were bad then, and they’re bad now. As a reminder, <strong><a href="https://www.youtube.com/watch?v=tOm_W6XYb70">here are my floor comments</a></strong> from that May 31 Senate floor debate.

As was the case in May, the new Democrat tax hike plan doesn’t just raise taxes, it raises the cost of daily life. Families would pay more for the basics they rely on every day, from getting to work and buying groceries to caring for their kids.

The taxes would hit suburban and downstate families hardest, forcing them to subsidize Mayor Brandon Johnson’s financial mismanagement. For families in this area who never ride Chicago’s buses or trains, this plan means paying more for a service they may never use.

Every extra dollar matters for working parents trying to put food on the table and keep the lights on. The last thing Illinois families need is another tax making life harder. It is time for Springfield to start helping families get ahead instead of holding them back.

<strong>Senate to Consider Pritzker’s Changes to Equality for Every Family Act</strong>

Pritzker’s amendatory veto to House Bill 2568, known as the <em>Equality for Every Family Act.</em> The measure makes sweeping changes to Illinois’ parentage laws, replacing traditional references to “mother” and “father” with gender-neutral terms such as “acknowledged parent” and “person who gave birth.”

I was vocal with my opposition to this bill when it originally came before the Senate in May because I believe it is an attempt to erase the fundamental definitions of family. During the Senate floor debate on the original bill, I had this to say:

<em><strong>“There are only two genders. This act replaces ‘father’ with ‘acknowledged parent’ and refers to mothers as ‘the person who gave birth.’ As a father, that’s offensive. For women, it should be equally so. The people of Illinois deserve laws that strengthen families, not redefine them. Words matter, and removing ‘mother’ and ‘father’ from our statutes sends the wrong message about the importance of parents in a child’s life.”</strong></em>

Pritzker’s amendatory veto addressed what his administration described as a drafting error. However, I maintain that the legislation reflects a broader ideological effort to rewrite long-standing social norms.

The life of First Amendment advocate and popular radio host Charlie Kirk has been honored by the Illinois Senate through a resolution passed earlier this month.

Senate Resolution 427 passed unanimously on October 16, 2025. The resolution officially mourns the passing of Charlie Kirk and extends condolences from the members of the Senate to Kirk’s family, friends, and all who knew and loved him. It also directs a copy of the resolution to be presented to his family as an expression of our deepest sympathy.

Kirk, the founder of Turning Point USA, was born in Arlington Heights, Illinois, in 1993. Kirk’s organization would become a national powerhouse as the man behind it became an accomplished author, speaker, and talk radio host.

Charlie Kirk was tragically killed on September 10, 2025, when he was shot by a sniper during a Turning Point event on the campus of Utah Valley University.								</div>

									<strong>State Lawmakers Return for Veto Session</strong>

During the 2025 spring session, 436 bills passed through both chambers of the General Assembly and were sent to the Governor for final action. Of those measures, four bills were vetoed, including two total vetoes, one reduction veto, and one amendatory veto.

While no action was taken on any of the vetoed legislation, lawmakers are set to return to the Capitol on October 28, which will present another opportunity for lawmakers to advance new legislation or revive bills introduced earlier this year.

Among the proposals drawing attention are measures advancing elements of the Democrats’ broader tax-and-spend agenda, including the controversial Transit Bill, a billion-dollar bailout for Mayor Brandon Johnson that would shift control of the regional transit board to Chicago while forcing suburban taxpayers to shoulder much of the cost. Lawmakers may also consider a delivery tax on nearly every package delivered to Illinois homes.

The second week of the fall Veto Session is scheduled to run from October 28 through October 30.

<strong>Democrats Present New “Wish List” of New Tax and Fee Hikes to Fund Public Transit</strong>

Last week during a committee hearing in Springfield, a new “wish list” of revenue proposals was introduced as possible sources to solve the public transit fiscal cliff and fund an improved public transit system in the future. Even though ridership is down roughly 30%, Democrats are not rethinking the transit model. As usual, the Democrats’ default response is to raise taxes and spend even more on the failing system.

Some combination of the items presented are likely to be included in a public transit reform bill that ultimately comes before lawmakers. The Democrats leading the discussion are wanting $1.5 billion in new revenue to support transit. As a reminder, I have never, nor will I ever, vote in favor of a tax hike on Illinois families. It’s a safe bet that I will be voting “no” on any revenue proposal tied to transit.

Just some of the items included on this newest revenue wish list include:
<ul>
 	<li>A $1 surcharge on all tolls</li>
 	<li>A $1 delivery charge for items delivered to people’s doors for orders that exceed $100</li>
 	<li>A 25-cent increase in CTA fares for trains and buses in the City of Chicago</li>
 	<li>A 10% tax on all rideshare trips within the Chicago Transit region (Uber, Lyft, etc.)</li>
 	<li>A ticket surcharge of $5-$10 on large event tickets at venues that can seat more than 10,000 people</li>
 	<li>A 25% surcharge on tolls to be paid one time per day</li>
 	<li>A fee of 3-cents per kw/h tax on electric vehicle charging at public charging stations</li>
 	<li>A new real estate transfer tax of $1.50 per every $500 for all property sales in the collar counties (Cook County already has this tax in place)</li>
 	<li>A new tax on services (haircuts, oil changes, etc.)</li>
 	<li>A payroll tax (head tax) for those working in the City of Chicago</li>
 	<li>Increased speed camera usage in the RTA Region</li>
 	<li>A new tax on vehicle sales</li>
 	<li>An increase in the RTA sales tax paid in the RTA region</li>
</ul>
&nbsp;

Taxpayers from our area, who rarely use the public transit system, should not be on the hook to help bail out this system. But this new list still includes taxes and fees that would impact all Illinois communities, including those in the 45<sup>th</sup> District.

We could see transit legislation during the second week of veto session (October 28-30) or possibly early in 2026.

<strong>Illinois Faces New $267 Million Deficit</strong>

Illinois is confronting a growing fiscal challenge as newly released projections reveal a $267 million shortfall in the fiscal 2026 budget. The Governor&#8217;s Office of Management and Budget’s (GOMB) report warns that without significant changes, the deficit could swell to $2.2 billion by fiscal year 2027.

Since taking office, Governor JB Pritzker has increased state spending by nearly 40 percent, pushing Illinois’ budget to record highs despite warnings from Republican lawmakers.

While he continues to promote new programs and costly initiatives, including state funding for illegal immigrants, the state’s long-term finances are showing signs of strain. Republicans argue that the Governor’s pattern of unchecked spending and reliance on temporary revenue sources has left Illinois in a vulnerable fiscal situation.

The growing deficit is the latest example of the dangers of overspending and misplaced priorities in Springfield. I believe the state must rein in spending, focus on fiscal responsibility, and protect working families from the long-term consequences of continued budget mismanagement.

As you may recall, I was one of the original petitioners for the initial internal investigation into political wrongdoing by the former Speaker.

Madigan was convicted in February of this year on 10 counts, including bribery, wire fraud, conspiracy, and related corruption charges tied to a scheme with the utility Commonwealth Edison. In June, he was sentenced to 7½ years in federal prison and fined $2.5 million.

The former Speaker filed a motion to remain out of prison while he exhausted his legal processes and appeals, and 7th U.S. Circuit Court of Appeals rejected that motion.

Despite Madigan’s fall from power, Democrats have been unwilling to seek substantive ethics reform. The following Republican bills are currently pending in Springfield but have been blocked from consideration by Senate Democrats:
<ul>
 	<li><strong>Snyder Decision (SB 2165):</strong>Expands bribery and legislative misconduct to include receiving property or personal advantage after an improper act, not just in exchange for future actions. It excludes lawful campaign contributions under the Election Code. The change follows the Supreme Court’s Snyder v. United States decision, which distinguished bribes—pre-arranged payments for official acts—from gratuities, which are given after the fact without a prior agreement.</li>
 	<li><strong>Revolving Door (SB 1815):</strong>Employers are prohibited from knowingly offering employment, compensation, or fees to individuals barred by the Act’s revolving door restrictions. The Executive and Legislative Ethics Commissions have jurisdiction over violations and may impose penalties up to three times the total annual compensation offered.</li>
 	<li><strong>Lobbyist No Promising Anything of Value (SB 53):</strong>Prohibits lobbyists and lobbying entities from offering anything of value, including campaign contributions or endorsements, in exchange for support or action on specific legislative or executive matters. It does not restrict lawful voluntary contributions.</li>
 	<li><strong>No Private Pay for Public Work (SB 2355):</strong>Prohibits State employees from receiving compensation from private parties for work performed within their official duties.</li>
 	<li><strong>SOEI Family Disclosure (SB 211):</strong>Requires anyone who files a statement of economic interest to disclose any spouse, sibling, child, or parent employed by, contracted with, or holding office in the same unit of government, including their title or the nature of their work.</li>
 	<li><strong>RICO Wiretap (SB 2378):</strong>Expands Illinois&#8217; R.I.C.O. law to cover bribery, official misconduct, solicitation of misconduct, and legislative misconduct. Also allows court-ordered wiretaps for these offenses.</li>

<strong>Legislators Return to Springfield for Fall Veto Session</strong>

Session days are scheduled this week for October 14, 15, and 16. We are also scheduled for fall session later this month on October 28, 29, and 30.

During this time the legislature can reconsider bills that received a partial or full veto by the Governor this year. It is also a time when lawmakers can take up issues that were not resolved during the regular session. Issues that could come before us for action this month include:
<ul>
 	<li>Public transit fiscal cliff, additional transit reforms, and board reconfiguration (with associated tax hikes that include a delivery tax on almost any item delivered to your door)</li>
 	<li>Energy (rates, capacity, environmental concerns, etc.)</li>
 	<li>“Mega-Project” tax incentives (think Chicago Bears&#8230;)</li>
</ul>

It is possible that other issues may also be heard during these final session days of the year.

<strong>IL Department of Revenue Warns of New Text Message Scam Soliciting Banking Information</strong>

The Illinois Department of Revenue (IDOR) is warning taxpayers about a new nationwide text message scam targeting individuals with fraudulent messages that appear to come from state revenue or treasury agencies. This latest phishing scheme involves unsolicited, urgent text messages claiming that a tax refund has been processed. Recipients are then asked to provide or verify their personal banking information under the threat of losing a state refund.

IDOR primarily communicates through official correspondence sent through the U.S. Postal Service or through <a href="https://urldefense.com/v3/__https:/mytax.illinois.gov/_/__;!!D2HhykT6Yn6g!jB9g9pGYK8it5UOs4gK815Z1ogYVtKZnmTRxBMtk-dL8ZJCbrRImj3uKEATvdaBC6O0KuCAaXcQnrn_6_MI_SOAeXg$"><strong>MyTax Illinois</strong></a>, the department’s secure and free online account management platform. Unsolicited messages that claim to be from IDOR and arrive by text, email, or social media, particularly those requesting personal or financial information, should be considered fraudulent and ignored. Taxpayers should avoid clicking on any links and delete any message(s).

									<strong>Federal Government Shuts Down</strong>

On October 1, Democrats shut down the federal government after rejecting a bipartisan plan that would have kept it open. The decision has triggered uncertainty across the country and in Illinois as families, service members, seniors, and small businesses brace for the fallout.

Republicans point out that a bipartisan solution had already passed the U.S. House with support from both parties, offering a straightforward path to keep government operating. Instead, Democrats walked away, shutting down essential services and creating chaos for millions of Americans.

The impact of the shutdown could be felt in every part of the country, including Illinois. Service members at Scott Air Force Base and members of the Illinois National Guard could miss their paychecks. Seniors in communities from Chicago to Carbondale could face delays in receiving the benefits they depend on. Veterans across the state could wait longer for care, while working parents could lose access to food and childcare assistance. Small businesses could be left with greater uncertainty as ripple effects spread through Illinois’ economy.

Democrats had a choice: stability and responsibility or chaos and politics. By shutting down the government, they chose politics, and it is families who could be left paying the price.

<strong>Chesney Opposes Clemency of Convicted Murderer</strong>

Many who live in Stephenson County and the surrounding areas remember the horrific 1992 murders of H. Steven Roy and Kevin Muto. The victims were found shot to death execution-style in separate bedrooms of a farmhouse Roy was renting after they walked in on an armed burglary in progress. Ronald Burt, along with two accomplices, was arrested in connection with the brutal crimes. Burt was found guilty and sentenced to death, a sentence that was commuted to life in prison after former Governor George Ryan abolished the death penalty in Illinois.

Ronald Burt has petitioned for Executive Clemency, and his petition is set to be heard this month. I, along with Stephenson County Sheriff Steve Stovall and others, have submitted letters expressing our vehement opposition to Burt’s petition for clemency.

A total of $637.15 million in funding has been set aside for state highway projects in the 45th District. An additional $41.3 million has been earmarked for local road projects in the district. 									<strong>Legislation Introduced to Establish “Charlie Kirk Day” in Illinois</strong>

Following the assassination of conservative activist Charlie Kirk, Senate Republicans are pushing legislation to honor the life and legacy of the Turning Point USA founder.

Senate Bill 2694 would amend the State Commemorative Dates Act to recognize September 10 each year as “Charlie Kirk Day” in Illinois.

Kirk was shot on September 10, 2025, as he was preparing to address a crowd of college students at Utah Valley University. In the days after, Tyler Robinson, a 22-year-old from Utah, was caught and charged for his murder.

By establishing a day of recognition, Illinoisans will have a chance each year to reflect on Kirk’s values, his contributions to public discourse, and the continuing importance of protecting our constitutional rights.

SB 2694 is now filed with the Illinois General Assembly and awaits committee assignment.

<strong>IDOT Now Accepting Applications for Harvest Permits</strong>

IHPs can be obtained by applying online through IDOT’s Illinois Transportation Automated Permits website system. The permits allow farmers to haul 10 percent more weight, resulting in fewer trips, lower costs, and reduced delays.

As one of the leading producers of corn and soybeans, these permits enhance the efficiency of agricultural logistics across Illinois. They provide greater flexibility when loading near the vehicle’s capacity. This reduces the number of trips needed to transport the same amount of agricultural products, resulting in lower fuel costs, fewer drivers needed, and less wear and tear on vehicles. Additionally, these permits help prevent elevator backups, extra storage costs, and market delays.

The permits are only valid during the harvest season, from September 1 to December 31. In the fall, roads tend to be drier and firmer, which makes them less prone to damage. IDOT requires route authorization every 14 days to make sure vehicles avoid lower-grade bridges.

Officials from the Illinois Tollway will be on hand to help people transfer over to the new sticker technology and ensure people can make the switch without disruption to their IPASS account activity. Along with providing this service, the tollway officials can help people with questions they may have about their IPASS account and with ‘Pay by Plate’ issues.

Once activated, the sticker tag can be used on the Illinois tollway and on E-Z Pass roadways in other states within 24 hours of activation. There is no deposit required for the sticker and the $10 transponder deposit that was paid when a transponder was purchased will transfer to the new account when it is activated.

Those who plan to attend should bring their plastic transponders inside with them and also make note of their license plate numbers. This will help ensure quick service.

The memorial will feature a large electronic display of veterans and their stories, along with a wall where visitors can write notes of thanks to those who served.

I would encourage friends and families to submit a photo and written story (max: 250 words) along with the following information: name, military branch (Air Force, Army, Coast Guard, Marine Corps, National Guard, Navy) and conflict served (Afghanistan, Iraq, September 11, Gulf War, Vietnam, Korea, WWII, WWI, Peacetime, other). Kirk, a 31-year old husband and father of two, was struck by a single bullet as he was preparing to address a crowd of mostly college students. On Friday, September 12, the FBI announced that they had a suspect in custody.

The fatal shooting comes amid a troubling rise in attacks on political figures, with the most recent tragedy involving the killing of Minnesota House Speaker Melissa Hortman and her husband, who were murdered in their home in mid-June. That event followed two assassination attempts against President Trump.

I vehemently oppose any form of political violence and believe it has no place in our political discourse. My heart breaks over this most recent senseless death, and I extend heartfelt condolences to Charlie Kirk’s wife, children, and extended family.

Following his tragic death, I released the following media statement:

<strong><em>“I am heartbroken and sickened to learn of the senseless shooting death of Charlie Kirk. Charlie was a bold voice for conservative values who always sought to engage in thoughtful, measured dialogue, even with those who disagreed with him. At this time of incredible shock and sorrow, my thoughts and fervent prayers are with Charlie’s wife and their young children. </em></strong>

<strong><em>“Such a cowardly and despicable act of deadly violence must be met with firm and decisive justice. Just as I said when a gunman tried to assassinate President Donald Trump, violence has no place in our political discourse. We must come together as a nation to condemn this brutal act and fully support law enforcement as they continue to investigate this horrific crime.”</em></strong>

<strong>ICE Launches Operation Midway Blitz in Chicago</strong>

Last week, the U.S. Department of Homeland Security launched a new crackdown on illegal immigration in Chicago known as Operation Midway Blitz. Under the operation, ICE officials are tasked with tracking down violent criminal illegal aliens, including gang members, rapists, kidnappers, and drug traffickers who were set free under Gov. J.B. Pritzker’s sanctuary state policies.

In 2021, Governor Pritzker massively expanded the TRUST Act, banning state and local government from working with ICE in almost every situation, drawing sharp criticism from Republican lawmakers and tying the hands of law enforcement officers throughout the state.

Governor Pritzker’s actions have put Illinois families at risk time and time again. If Governor Pritzker and Chicago leaders refuse to do their jobs, the federal government has both the right and the duty to act. I support Operation Midway Blitz 100%.

On Friday I joined a few of my legislative colleagues for a tour of Arrow Farm Meats in Rock City. Arrow Farm Meats is a family-owned and operated USDA-inspected butcher shop and meat processing facility that offers a variety of beef, port, and venison products. It is owned by Justin and Laura Earlywine and I sincerely appreciated the invitation to tour the facility and talk about the meat processing industry.
